The Former President's Woke Warning Misses The Continent's True Threat: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of Europe. It claims that open-border policies and so-called "woke" policies represent an existential risk to the continent's identity. However, this argument rests on a fundamental misinterpretation of the reality. The actual challenge facing the EU is not societal but economic and technological lag.

A Glaring Economic Divide Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output surged by 87%, while a mere 13.5% growth for the EU. Over this period, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Today, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

The growing disparity stems from superior productivity growth in the United States, largely due to technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, versus just 14 in the European continent.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and fusion energy, where does the EU positioned? Experts widely agree it is essentially a two-horse race involving the United States and China, with Europe entering at a significant handicap.

Underlying Factors of Europe's Innovation Gap

Several key factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. Europe still lacks a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A US startup can introduce a product under a single set of laws to access a market of over 330 million. The European Union, despite a larger population size, is split among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have started to advance serious reform. Key reports on European competitiveness and the internal market point to the need for major changes.

Given appropriate policies and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe retains considerable advantages: high-quality workforce, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could unleash a new wave of venture creation.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly boost economic output by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now faces a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. However, without decisive action to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
