The Collapse of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Significant resources is allocated on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes grim resignation: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, continue.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a principle familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does little to deter Moscow, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
