Senate Republicans Support Trump's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators expressed concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the criticism of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a handful of centrist lawmakers to terminate the closure in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some observers suggested that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
