BBC Gaza Film Ruled a 'Serious' Infringement of Broadcasting Regulations, Declares UK Media Regulator

The British broadcaster engaged in a "significant breach" of media regulations by omitting to mention that the narrator of a documentary about the Gaza conflict was the son of a Hamas representative, as ruled by UK media regulator Ofcom.

An inquiry by Ofcom into Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".

The BBC's director general had already issued an apology, noting there had been "a serious error in relation to truthfulness".

The regulator has directed the corporation to air a peak-time declaration about its findings.

"As this represents a serious breach of our rules, we are ordering the broadcaster to transmit a statement of our determinations against it on the BBC's second channel at 21:00, with a schedule to be determined," the statement read.

'Risk to Undermine Confidence'

The watchdog's announcement stated: "Our probe concluded that the film's failure to disclose that the voice's male guardian served in a post in the Hamas-administered administration was substantially inaccurate.

"This implied that the public did not have vital facts which may have been very significant to their judgment of the presenter and the information he provided.

"Trust is at the heart of the connection between a broadcaster and its viewers, especially for a public service broadcaster such as the British Broadcasting Corporation.

"This failing had the possibility to erode the significantly high levels of credibility that the public would have invested in a documentary produced by the BBC about the Israel-Gaza war."

The film was withdrawn from the BBC's streaming service in February after the narrator's personal associations emerged, and in the month of July an internal BBC review concluded it infringed the organization's editorial guidelines on factual correctness.

A corporation official commented: "The authority's determination is in line with the conclusions of the internal assessment, that there was a serious error in the documentary in relation to the BBC's Editorial Guidelines on truthfulness, which aligns with clause 2.2 of the authority's broadcasting regulations.

"We expressed regret for this and we agree with the regulator's ruling in full. We will follow the penalty as soon as the date and wording are confirmed."
